Abstract Al-Qur’an Educational Park is nonformal Islamic educational institution that exist in society. In the city of Jogjakarta that can be shown through the data quantity increases each year. This indicates TPA is an institution that required by the people of Jogja City. Government of Jogja City was also very supportive the existence of TPA. Although there is support from local government doesn’t make TPA free of problems. This study aims to find the problems in TPA and to determine the efforts of stakeholders to solve the existing problem. To answer this problem, the author begin with the theory of the role of stakeholder. This theory is used because of many stakeholders involved that have different roles in the development of TPA. in this study also using stakeholder relations theory that can be used to determine the pattern of relationship between the stakholders involved. This research use descriptive methods that are merely reveals the fact. This research resulted in several findings that the high rate of participation of unit to attend incentive aid program and also low participation of unit in attending training programs. The role from each stakeholders have contraints. Local government as funder is constrained by Permendagri no 32 of 2011 which cause can’t give the aid program every year. Kemenag is also constrained by time and budget to conduct monitoring and evaluation. Badko City of Jogja constraine by low participation from unit in training given. Baznas also acts as funder could be expected to cover the limitation of the role of local government. The relationships between stakeholders forming collaboration although coordination incidentally when the development agenda of TPA will be implemented.
