Agenda Setting Rancangan Peraturan Daerah Kota Yogyakarta tentang Kawasan Tanpa Rokok

ABSTRACT Since the enactment of Undang-Undang No. 36 Tahun 2009 tentang Kesehatan, in which the duty of the local government set to realize No Smoking Area, some regions have established laws governing of No Smoking Area or KTR. So did Yogyakarta City, which in 2012 set a Draft Regulation about KTR as Regional Legislation Program in 2013. KTR draft regulation was initiated by the parliament (DPRD) of Yogyakarta City which emcouraged by some activists who initiated tobacco control and incorporated in Forum Jogja Sehat Tanpa Tembakau (FJSTT ). KTR was formed to protect the public from the dangers of cigarette smoke. Before became a Prolegda, efforts to reduce the number of smokers have been carried out by the Department of Health (Dinas Kesehatan) Yogyakarta City through several programs and partnership. One of the partner institution that has been actived for a long time in the effort of tobacco control is Quit Tobacco is Indonesia (QTI). This study aims to determine the stages of public policy agenda setting in protecting against cigarette smoke, especially in the Draft Regulation (Raperda) of Yogyakarta City about No Smoking Area (KTR) as well as the actors involved and their interests in each phase . The results of this study indicate that the actors who were involved in the process of agenda setting of KTR draft are Department of Health (Dinas Kesehatan) Yogyakarta City, particularly the Health Promotion Division, SIK, and Surveillance, Quit Tobacco Indonesia (QTI), Forum Jogja Sehat Tanpa Tembakau (FJSTT), and DPRD of Yogyakarta City. Health Promotion Division, SIK, and Surveillance of Department of Health and QTI hava a role in the initial stages of building a tobacco control efforts . Then they participated and became a part of the Forum JSTT which was formed by tobacco control activists. From the Forum JSTT then appeared an attempt to encourage the formation of draft KTR through various actions. DPRD of Yogyakarta City acts as the actor who initiated the KTR draft to be Prolegda in 2013. In the process, the interests of each actor made a dynamic of KTR draft agenda setting until the draft set into the realm of politics in Parliament.
