ABSTRACT Central Information Commission is an institution established by Act No. 14/2008 about Public Information . One of the main duties and functions of this institution is to resolve public information disputes which the implementation was set in regulation of information commission No. 2 Year 2010 Information about resulution procedure of Public Information Dispute. This thesis examines the implementation stages in the dispute resolution process based on Perki No. 2/2010, measuring the rate of successful implementation and to analyze the factors that affect the implementation . Data used in this study is primary data in the form of notes on interviews and observations , as well as secondary data from written reports . The primary data source was interviews conducted with informants commissioner , secretary , staff and technical experts Central Information Commission , as well as the observation time adjudication proceedings . While the secondary data obtained from official documents pertaining to this issue . The data was analyzed by descriptive qualitative research methods . This research reveals that the quantitative implementation in the dispute resolution process for disputes information in the register 2012 had done well . Seen from the 78 % of dispute have been successfully resolved disputes as well as 85.7 % of the disputes have been resolved can be implemented within 100 days as mandated in the Act . However , in the process of implementing the application was found the miss that causes the implementation was not effective. This was due to the SPO specifically set time limit , the absence of rules binding on the parties to the dispute , court reporting lower part capacity , and lack of policy implementer commitments . Some of the recommendations that was offered in this research is a simplified dispute resolution procedures of public information , the revitalization of the role and function of the secretariat , strengthening the groove SPO , as well as a controlled system of monitoring and sanctions against the policy implementer who violate the rules.
