ABSTRACT Urban heritage is a nation's cultural identity as well as a physical witness, history and culture of a society in the past. Existence is able to enrich the environment of being able to demonstrate the existence of indigenous communities. They are also able to be a resource for educational and cultural resource-based economy. Existence would indicate a nation's cultural continuity. For that, we need a serious and integrated effort to do the development, management, and preservation of heritage buildings in accordance with the conditions and their potential through the implementation of policies that starategis. Issues related to cultural heritage issues are generally each stakeholders, especially from the government has the value and importance of each. Value of heritage buildings for each different stakeholders values ranging from economic to social and cultural values which then in many cases each stakeholders has a conflict of values to each of which he believed. This causes the vision and mission development no synchronization due to differences in the value of each stakeholders. The problem then is how to reconcile the different values and incorporate them in a scheme to achieve maximum synergy of preservation. The purpose of this study is to look at the dynamics of the stakeholder's involvement in the development of management, and preservation of Heritage Region Kotagede an area of cultural heritage of Islamic Mataram Kingdom in the 16th century and the factors that led to the stakeholders are not able to immerse themselves in a synergy that an integrated scheme . Research methods use in this research is descriptive-qualitative method to provide a detailed picture of the phenomenon. In-depth interviews, observation, documentation, and literature are used as a way to collect data. Data was then analyzed to further able to generate conclusions from the data field based on the theory that has been formulated. The findings of this study indicate that a synergy of stakeholders still minimal, seem fragmented, isolated, and often without coordination caused by many factors driving. Generally dominated by NGOs and donor agencies rather than government. Government entered to Kotagede after the initiative of the other actors. Program they do tended to economic value rather than technically value. This requires strategic mapping conservationists involved stakeholders from government, private sector, to public/ community then builds a synergy scheme that is based on shared issues and resources then take on the role of each in accordance with its competence.
