Analisis Penyelesaian Konflik Minoritas Tuareg dengan Pemerintah Niger pada Masa Pemerintahan Mamadou Tandja

During this time, Tuareg society vulnerable to discrimination and marginalization of the colonizing nations, governments in places where they live, and society in general. Tuareg did not remain silent, they struggle for their rights toward the government and the authorities to be fulfilled. However, the response did not meet their expectations. Tuareg remain ignored and marginalized from public life in general. The dynamics of protracted conflict between the Tuareg and the Niger government obtained their way in the era of Mamadou Tandja. In this era, a group of Tuareg rebels managed to make efforts to resolve the conflict with the Niger government that led to the restoration of ties between the two and at the same time achieving some Tuareg interests that they have demanded. Therefore, this paper is designed to analyze the conflict resolution in the government of President Mamadou Tandja. The analysis will be based on the theory of conflict, conflict transformation concepts, exclusion-inclusion of democracy and minority rights. The result of this paper shows that the conflict resolution lasted well through a series of negotiations and peace talks. There is also a transition in the system of governance involving Tuareg in social and political life. The public responded positively to this effort.
