ABSTRACT Street children are children that need to be filled with his rights as a child. One to ways in dealing with street children is through the Program for Community-Based Treatment of Street Children. One of the districts of Yogyakarta City that implement this program is the District Umbulharjo because based on data in 2011 showed that District Umbulharjo who have the highest oh street children when compared with other districts. This research discusses how the interaction of each actor to handle of this Program of Street Children Community-Based conducted in District Umbulharjo. The actors are Sosnakertrans Department of Yogyakarta, FK-PSM, as well as street children in District Umbulharjo. The purpose of this study is to see the interaction through partnerships occurring between the actors. Partnership will see roles, transparency, and control. This study used a qualitative approach with descriptive types where data was collected by way of interviews, field observations, and documentation. The results of this study indicate that the partnership goes well, although there are few problems in the implementation of the treatment program street children. But the problem is it does not interfere keselurahan course of the program. And for the future of this program is expected to still be able to take up street children truly have earned their rights and do not need to take to the streets again.
