Physical damage and several people lost their livelihoods or family members. As a result of these conditions, the Amanah orphanage was established to face social problems. Amanah Orphanage has a unique method in the form of empowerment strategies undertaken to create selfsufficiency and well-being of the community in accordance with the objectives of the institution. Empowerment be chosen by Amanah Orphanage because it is more sustainable than just maintaining foster care as practiced by them in general. The empowerment strategies to be implemented into a program that has been conducted since 2008. However, in implementing these programs, there are several constraints such as funding and the required strength of the community preparedness and confidence (trust). Amanah Orphanage has alternative measures to address these constraints so that the objectives of the institution can be achieved . This alternatives action in accordance with the concept of voluntarism by Talcot Parsons where Amanah orphanage as an actor has the freedom to determine the technique and how to achieve the goals and toface situational conditions that hinder it. The method that used by researcher is case study approach that included in qualitative research because the method is the most appropriate method for this research focus , which examines a case that does not exist elsewhere. The unit of analysis is related to their Amanah orphanage include the chairman, the manager and the foster children and the community who received the implementation of program that held byAmanah orphanage. In determining informants, researcher used proposive sampling method. There are 10 informants who were interviewed by researcher. Researcher also used the triangulation techniques in order to obtain the valid data. The facts showed that Amanah Orphanage using specific approaches in order to have enough power to move the people. Some of these approaches include the strengthening of religious basis, the implementation of sustainable programs, improving the quality and quantity, recognition/existence and create a harmonious atmosphere. Through this approach, the Amanah orphanage can do the empowerment strategy. While it is quite good, Amanah Orphanage require regeneration manager because its impressed that its management only focus on a few people. Beside it, the Amanah Orphanage needs to increase its programs which almost faint can be bounce back. Then this study is expected to be a consideration for the government or other institutions to conduct programs related to public welfare.
