ABSTRACT PNPM Mandiri is one Indonesian Government program to accelerate poverty reduction in an integrated and sustainable, through community empowerment. One of the organizations implementing PNPM Mandiri program is Activity Management Unit (UPK), which has a function as a financial manager and lending, executive development programs in relation to the function of public participation, as well as strengthening and group coaching. UPK ARUM, Ringinarum District, Kendal regency is one of 491 UPK in Central Java Province, which plays an important role to drive the economy of the village, but the range of lending services to the villages in the district Ringinarum have not done evenly, so it is necessary to study its performance. This research was conducted with qualitative descriptive method, the unit of analysis is the UPK ARUM. Analysis of data from interviews, direct observation and documentation studies, conducted with data interpretation is based on a theoretical framework that is relevant to substabsi data. Measured the performance measurement of service quality, productivity and organizational responsiveness UPK. While the variables chosen the most fundamental variables for the movement of organizations, ie organizational structure and the management capabilities. Performance of productiviction UPK ARUM is capital growth and accretion groups of borrowers, has shown pretty good improvement, evidenced by an increase in the number of groups of borrowers for 2 years at 31.11%, so the impact on capital growth by 6.47%. This is due to the ease of lending without collateral requirements and support the ability of the board after receiving training from the district government microfinance Kendal and Central Java Province, as well as from other financial institutions. However, a smooth service loans in UPK still unsatisfactory, due to the lack of discipline in accordance with the presence of officials UPK hours worked, and loan disbursement period could not be ascertained. ARUM UPK board responsiveness to complaints from groups of borrowers are still lacking, especially in terms of socialization loans that are less intense in all villages in the district. Ringinarum, due to the limited number of administrators and a means for socialization, operationalization less balanced division of tasks between the Chairman of the Treasurer, as well as the background of formal and informal education administrators UPK less according to the tasks assigned.
