ABSTRACT This paper attemps to provide a sound statement that the concept of „normative power europe‟ is indeed substantiated in European Union‟s capacity as international actor. Therefore, writer chose the Cotonou Agreement, which governs Union‟s external relations with African, Carribean, and Pacific Group of States as a proof of manifestation of the normative bases which are the cores of „normative power europe‟. To strengthen the indications of normative power europe contained in Cotonou Agreement, this writing gives two examples of implementation of external relations of the Union with Zimbabwe and Guinea Bissau.At the end, this paper sees that norms are indeed essential principles for the Union to conduct any relation with the third parties. However, from the two examples of the implementation of Cotonou Agreement, it is observed that the actualization of the principles are sometimes „complicated‟. The superior position of the Union compared to ACP states is oftenly complained as a fact which creates a condition of imbalance of the partnership.
