ABSTRACT Greenpeace ran a protest campaign against Shell UK due to its plan to dispose its offshore oil installation (Brent Spar) to a location in the deep North Atlantic Ocean in 1995. The campaign had a significant impact where public protests against Shell emerged that Shell UK reversed its plan. There have been many discussions about this case in the context of British domestic politics. Yet there haven’t been sufficient discussions in the context of transnational politics. Meanwhile, much existing data indicate that transnational interactions play an important role in this case. This study examines how Greenpeace campaign has successfully triggered the emergence of public protests against Shell in various European states by using the concepts of transnational activism. Based on analysis of various data, this study shows that by intensively utilizing mass media, Greenpeace has widely disseminated its claims horizontally from one state to another in Europe and raised its claims vertically from the domestic political arena in the UK to the international political arena in Europe. Thereby, it can be seen that by building public opinion through a campaign that was run widely and intensively in various European states, Greenpeace has successfully triggered the emergence of public protests against Shell in various European states.
