Ilmu Administrasi Negara)ABSTRACT Siak District was one district that did CPNS recruitment of temporary employees by the minister Circular No. 05 of 2010 concerning Ministry of utilization of the state apparatus Data Collection of honorary staff in Government Agencies. But, implementation of the recruitment showed low transparency in the delivery of recruitment at BKD Siak. There are the non-conformance between the BKD explanation Siak and Data Verification and Validation of temporary employees team. Therefore, this study attempts to explore what causes transparency in the administration of CPNS recruitment from temporary employees in BKD Siak is low The method used in this research is descriptive qualitative method approach. In-depth interviews and documentation, that the means used in data collection. The next process is to conduct data collection, data reduction, data triangulation, data presentation and analysis of the data is obtained in the field with a theory that has been formulated and conclusion. Results showed a lot of obstacles that lead to the implementation of transparency CPNS recruitment of temporary employees in BKD Siak are low. There are into two factors: key factors and supporting factors. In the main factor is divided into four aspects: the political interest of money, conspiracy by the BKD Siak, personnel transfers are not well organized in Siak regency government, and the error in categorizing of temporary employees by BKD siak.
