ABSTRACT Maldistribution of pure water to the community make several villages in Gunungkidul region have difficulty on meeting the pure water. One of the village is the community in Menggoran, Bleberan Village, Sub District of Playen, Gunungkidul District. In the midst of the limitations of government services to provide pure water, the community in Menggoran try to overcome the problems by utilizing the springs are in their environment. With a local institution approach based on local institution, the community in Menggoran trying to manage the spring of Kedung Poh that can be utilized by sorrounding community of Menggoran. The purpose of research is to observe the water supply process done by local institution of community by utilizing the local springs and to observe the contributing factors and constraints faced by the local institution. This research used qualitative with descriptive research type, ie the research aims to describe the phenomenon occurred. Data collection method using observation techniques, interviews and utilization of secondary data. The results indicated that the water supply process done by the community start from the preparation process and program examination, planning and planning formulation of program action, implementation of program as well as program evaluation was conducted in mutual assistance and community self-help. Moreover, this research also indicated that there was effectiveness of community-managed water supply through local institution with organizational mechanism that raises a community active participation in the water supply process of community. The existence of PAM KD as the local institution providing benefits to the community in the pure water service and the maintenance of local culture and value in the community. Recommendation can be given is for the management should add the information network outside the village so that might assists the management in developing the pure water distribution networks that more optimal, as well as involveing or empowering the youth in the activities related to the pure water management for the organization sustainability. Addition of technicians that repairing of the damaged water networks can be dealt quickly, and does not depend on just one technician, for the management to make an innovation, developing a new program by utilizing the local potential for the community progress of Menggoran in particular. For the Government that to provide support such as assistance of standard water distribution pipes so that the water distribution pipes are not easily broken.
