Hambatan Pelaksanaan Pengarusutaman Gender melalui Integrasi Materi Gender dalam Muatan Lokal Diklat Kepemimpinan III dan IV Badan Diklat Provinsi DIY

Ilmu Administrasi Negara)ABSTRACT Phenomenon of unequal gender sensitivity of the leaders and the understanding of the implementation of Gender Mainstreaming in the bureaucracy of DIY, it should be a concern DIY Training Agency. This is consistent with the strategic function of Training Agency to improve the understanding, mentality and professionalism apparatus. By including gender studies into the part of the leadership training local content III and IV, the Training Agency has helped socialize and provide knowledge to leaders in the DIY about gender and gender mainstreaming which will be useful for the implementation of gender mainstreaming in their sectors. It also means the Training Agency has been able to execute the mandate to implement gender mainstreaming in their respective sectors as set out by the legislation. However, now there is no content of gender in leadership training in local content III and IV. This raises curiosity about the constraints that cause DIY Training Agency does not carry content through the integration of gender mainstreaming in local content. This research used a qualitative approach with descriptive research. Data was collected by semi-structured interviews, literature studies, and documentation related to the study. Informants came from institutions DIY Training Agency as implementer training activities, Focal Point Training Agency as a member of the working group for gender mainstreaming, and BPPM DIY as in charge of the affairs of gender mainstreaming and secretary of gender mainstreaming working group. The results revealed that the Training Agency does not carry content through the integration of gender mainstreaming in local content leadership training III and IV due to the there is still constraints on policy, institutional, human resources and budget, and discretion. The weakness of the existing policy followed by the low uptake of the mandate of mainstreaming gender into strategic plans and work plans Training Agency, resulting in programs and activities have not been sensitive to gender. Also from the institutional, low accountability of stakeholders, making the implementation of gender mainstreaming in Training Agency has not run optimally. The low commitment of planners in the Human Resources Training Agency to apply gender mainstreaming in their respective sectors, triggered by inconsistencies in the local government setting, budgeting procedures and priorities for the implementation of gender mainstreaming, become one of the obstacles that cause Training Agency did not implement gender mainstreaming integration through content gender in leadership training local content III and IV. One more thing that can be found from the research that the low flexibility of the planner to perform discretion also affects the implementation of gender mainstreaming in the Training Agency.
