SMEs is able to provide jobs, so that it can reduce unemployment and contribute to increase state revenues. This is the reason why SMEs’ development is important to be pursued. As informal businesses which have flexibility, SMEs mostly done by women. Limitation in expanding the network marketing due to the fact that married woman as a housewife have an obligation to take care of the household. Awareness of the potential in Depok district as a strategic region with rapid growth of SMEs, Depok district UPK as operational agency, carry out technical activities of the government program that seeks to develop women SMEs with capital relief operations and strengthening the business. Those activities thus far could help groups of women SMEs business in Depok district. The goal of this research is to find out what kind of gender mainstreaming (GM) strategy is conducted by UPK Depok district through its activities. It is also aims to see the implications of that strategy for gender equality in the context of women SMEs’ development. The method used in this research is descriptive qualitative to describe the strategy of gender mainstreaming by Depok district UPK and the implications for gender equality in the business development of SMEs’ group in Depok district. Interview, observation and documentation are used in this research to collect data. The data analyzed based on the theory that has been formulated to create conclusion. The result shows that gender mainstreaming strategy by UPK, such as providing capital and strengthening the business have been able to push the spirit and provide convenience for SMEs’ group in accessing resources, especially financial capital and skills. Implications on gender equality can also be seen from the increasing participation of SMEs’ group and their self-actualization in several activities organized by UPK or group itself. Independency in making decisions, accompanied by their husbands’ support and information disclosure can push SMEs group’s spirit and confidence in an order to expand their business.
