ABSTRACT Kawasan Cagar Budaya (KCB) Kotagede is located in Yogyakarta and Bantul regency. Heritage district capital of tha Islamic Mataram Kingdom as a strategic area that has characteristics of cultural heritage, namely the physical character and non - physical. Physical characteristics, such as; Citadel (Baluwarti), Great Mosque and Tomb Complex Mataram, Legi Market, which traced human settlement based on the data and the data artefaktual toponyms. Of non - physical as well as arts, crafts, and traditional food. As a cultural district administrative border region can not be separated from the negative symptoms of regional autonomy with the ego and regional sentiment. To get rid of the ego is necessary areas for cooperation between the parties - stakeholders on KCB Kotagede. Relating to encourage regional cooperation and regional cooperation to formulate institutional format preservation and management of KCB Kota Gede. In this study, the method of analysis used qualitative analysis methods, descriptive and comparative manner by analyzing documents policies, regional cooperation agreement, as well as interviews with a purposive techniques to stakeholders both government and the city of Yogyakarta, Bantul District, also Government DIY . The result showed that both the city of Yogyakarta and Bantul regency has understood the importance and benefits of regional cooperation and the need for inter-regional cooperation in the area located at the administrative border. Support of both the government and the city of Yogyakarta and Bantul still not yet optimal. Barriers to regional cooperation are examined for improving the system capacity of regional cooperation related policy; capacity of the organization/ institution owned and inter-regional cooperation; individual capacity to implement regional cooperation.
