Provision of emergency services in fact between the government, private and social institutions run separately. As a result, emergency services received by the public to be not optimal due to absence of clear information, slow service and lack of clarity in maintenance warranties. Yogyakarta city government issued a program relating to emergency services called to Yogyakarta Emergency Service (YES) 118. In this program the government partnered with some private hospitals also civil society organizations such as PMI. The purpose of this program is nothing but the realization of the integration of the emergency services, particularly in the city of Yogyakarta. In 118 the YES program involves three organizations with a background and a different value (private, government, civil society organizations). Interesting to examine the extent to which the partnership is run by the actors in the YES program 118, knowing the process run partnership. This study is important because 118 YES program sustainability is highly dependent on whether or not the partnership is run by the actors involved. Research on the process of partnership between actors in Yogyakarta Emergency Service 118 is a descriptive study with a qualitative approach. dilakuakan analysis based on the views of informants and interpretation of research data in the field, the analysis is done by connecting the theory used. Partnership as a process through a series of stages through which such objectives formulation stages, stage roles, stages sharing of resources, as well as the phase of the evaluation stage. Implementation of the partnership process is influenced by factors such as commitment to supporting the process of partnership, openness of communication, conflict management, rules, authority and interrelationships. The results of this study indicate that the process is a partnership between the City Health Office Yogyakarta, Private Hospitals and PMI have been executed. At this stage of the formulation of objectives based on shared commitments formed from any involvement of all actors in program planning. Common goal is realized, because of the openness of communication which is formed through planning workshops YES 118. Stage roles, mapping the distribution of roles in accordance with the agreement and in accordance with their respective specialties. Although the division of roles has been no detailed rules regarding the authority, responsibilities and rights of each partner. At the stage of implementation of both the Department of Health, Hospital and PMI has sought to carry out the roles and responsibilities in accordance with the agreements. However, there are still many obstacles encountered such conflict in the pre-hospital action and communication in the implementation. In the evaluation phase of the Department of Health, Hospital and PMI feel a reciprocal relationship is formed. Department of Health, Red Cross Hospital and feel the benefits of network partnership on 118 YES program. Of the advantages gained increasing impact on the trust established between the Department of Health, Hospital and PMI to continue the partnership in the YES program 118.
