ABSTRACT This research would like to explain the pattern of relationships among Tegal regency, Dukuhsalam citizens and FKM in land disputes Jalingkos. In 2006, Tegal regency has made restitution of land for the Jalingkos project in Dukuhsalam. However, the land compensation money received by Dukuhsalam citizens was not in accordance with the request. Forgery proof of payment compensation land made unscrupulous employees Tegal regency was allegedly became the cause of deprivation of the Dukuhsalam citizens’ right. Until now, Dukuhsalam citizens and FKM have been continuing to demand the Tegal regency pay land compensation Jalingkos. However, Tegal regency provided certainty regarding the settlement of the land compensation Jalingkos yet have not. Using qualitative research methods through a case study approach. Researchers tried to explore the data obtained through in-depth interviews, observation and documentation. After obtaining the data, the next step was to analyze the data and concluded there was field based on concepts that have been formulated. Results of this research indicated that the pattern of relationships dominated by Tegal regency. through hegemony, Tegal regency apparently has managed to achieve compliance Dukuhsalam citizens and FKM not to take the fight to the Tegal regency in an efforts to demand repayment Jalingkos land compensation. Actions such as mass demonstrations closed Jalingkos access demands and turned banners on made by Dukuhsalam citizens and FKM earlier dispute, now the actions appear anymore. Dukuhsalam citizens and FKM precisely follow the patient central coordination meetings called by Tegal regency as the peaceful settlement of disputes. In fact, the coordination meeting do not solve the problem of the demands of Dukuhsalam citizens. Coordination meeting was de facto tool Tegal regency so that people agree to Dukuhsalam enticements that favor the interests of Tegal regency.
