ABSTRAKSI Women and men have equal rights to participate in the development process of a country. Obviously, it would be difficult if there are women who experience impotence or poor. In fact, there are subsection 3 in the Convention of woman which guarantees the progress women. Therefore, need to implement the empowerment of women in order to become more powerful than ever and able to improve the standard of living. Empowerment of women in economic is one of them through PNPM Urban. This research through PNPM Urban because this program has been proven to be effective since 1997 until 2007. In addition, the PNPM Urban is a program which integration of P2KP based empowerment in eradicating poverty. So the research want to know the empowerment of women whether it success or fails through PNPM Urban. This research uses a qualitative evaluation of the approach. The location of research is in the Sinduharjo village of Sleman. Data collection techniques in this research using field observations, interviews, and documentation. The unit analysis is the women as member of KSM Sinduharjo village. the informants in this research there are PNPM Urban, BKM Sinduharjo, UPK Sinduharjo, and KSM Sinduharjo (women). Based on the results of the research indicate that there are negative phenomena or errors in the fact. First participation, women's active participation in the activities or programs, women are involved in the utilization of revolving funds. Second access, ease of KSM to obtain benefits from the activities / programs revolving fund payments. As for the level of social / economic can be said to be effective. Third, the results of the research were associated with indicators of the success of women's empowerment program shows a predicament quite effective.
