ABSTRACT Street children is a social phenomenon that has long been a matter of public especially in cities - big cities. One is the issue of birth certificates. The average of them can not satisfy the administrative requirements. Requirements such as a marriage certificate or card is an obstacle to young families - children. This is due to their family background that is different from other normal family conditions. Meanwhile Yogya government itself does not have a concrete program in the field that can help children - street children's birth certificate access services. Though Province has issued Regulation Yogyakarta Special Region No. 6 of 2011 on Child Protection on the Road of Life. In the regulation stipulated that children - street children have a right to their own identity in the form of a birth certificate issued. The basis of this research is exactly trying to describe the responsiveness of Yogyakarta city government in addressing issues birth certificates for street children. The purpose of this study was to determine the responsiveness of Population and Civil Registration Yogya City in addressing issues birth certificates for street children as well as the factors - factors that influence the responsiveness. The method used in this study is a qualitative method with a case study approach. To collect the data will be used interview, observation and documentation. Upon completion of data collected, then the next step will be the analysis then draw conclusions based on theories that have been formulated. The results of this study indicate that the City of Yogyakarta is not responsive in addressing service issues birth certificates for street children. Factors - factors that lead to unresponsive government is the government's lack of empathy towards street children, and the internal problems such as problems Disdukcapil services programs, operations and staffing agencies. Meanwhile, from the side of the street children themselves cause they do not have a birth certificate is a lack of public awareness of the importance of birth certificates, cumbersome bureaucracy and cost issues. Recommendations made by the researchers is to provide convenience to the community in terms of taking care of the birth certificate. For that the government needs to coordinate with supporting agencies such as RT / RW, Village, KUA. Government can also make programs for street children as a free birth certificate which is expected to be the driving factor for the parents - are willing to take care of street children for birth certificates for their children.
