ABSTRACT Natural disasters are a problem all over the world besama. Therefore, a policy of disaster management responsibilities. This particular responsibility on the government of each country, for example, Indonesia and Thailand. In the earthquake and tsunami of 2004, Indonesia and Thailand are two countries that most damaged. Both countries are trying to implement its disaster management policy. each country has its own advantages and weaknesses of each. this can be seen by comparing the two policies. By comparing these implementations will hopefully able to help to maximize the effect of both the Indonesian and Thailand and other countries globally.
