ABSTRACT Nowadays, the issue of the unfulfillment of civil and political rights in authoritarian country becomes an international topic that always been discussed. To attract countries for doing something, International Conference related human rights issue later held in 1993. After that, the conference becomes an order to international community that they have to participating actively in promote and strengthen democracy, respectful of human rights, and other fundamental rights in this world (Ramcharan, 2008). The unfulfillment of civil and political rights that has been done by Myanmar junta military government, then urge the international community for create a reformation. Following the act by international conference result and state morality principal (Baehr, 1998), the international community later decides to impose sanctions in order to giving pressure for military junta government. The sanction that imposed by the international community include: diplomatic, military, and economic sanction. Interestingly as a developing country, for more than two decades Myanmar wasn’t too affected by the coming of sanctions. So the comperehensive analyst in this thesis will be directed to, way that the internasional community takes to urge the fulfillment of civil and political rights in Myanmar. Although the sanctions are not give impacts directly and fastly, the international community isn’t giving up with these situation and turn using the way that contradict with human rights principal, like using force and military way. Otherwise, the international community keep continues their way with imposing higher sanction in almost every year. They intend to make military junta government becoming more isolated. With those high pressure, the international community hoping that military junta government no longer can’s stand with all those things. In the end, this thesis is aimed to highlight the patience and strength that showed by the international community when facing the Myanmar military junta government for more than two decades. In adition, this thesis is showing how persistence of the international community done, in the end can force the military junta government for doing the reformation of civil and political rights.
