ABSTRACT This study is aimed at providing the overview of Official Development Assistance (ODA) Charter of Japan 1992. ODA Charter 1992 was the first regulation provided by Japanese government to control the usage and the implementation of Japan’s ODA. Mainly there are two factors that influenced the government to finally legalize the ODA Charter; domestic and international. Japan got a lot of criticism not only from international organization but also domestic actors due the ineffectiveness of ODA programs. Moreover, Japan also mislead the usage of ODA by using the fund to support the gulf war, that finally affected the public support of ODA. This paper is aimed at determining that the domestic factors gave more influence to the policy makers of Japan to legalize the ODA Charter. It proved by the political dynamics inside Japan that related with three main actors; political party, bureaucracy and business group.
