ABSTRACT Tourism is one of the important sectors that can be used by a country for economic and political purposes. In the economic sector, tourism can boost inbound tourism so as to increase inland revenue, reduce foreign dependency, increase employment for the community, and affects the government's tourism policy for domestic conditions both physical and nonphysical. When this come to pass, then tourism can be used as a political tool by a state to demonstrate its national power to run political persuasion and as a tool to suppress other countries. This thesis will focus on the theme of tourism in Batam, besides known as the industrial city, Batam is also one of the main destination of foreign tourists in Indonesia. Batam is in third place as the main entrance of foreign tourists to Indonesia, after Jakarta and Bali. Foreign tourists coming into Batam dominated by tourists from Singapore and tourists from other countries such as South Korea, the Philippines, India, Japan, China, UK, USA, Australia, Taiwan, Germany, the Netherlands and so on who come into Batam through Singapore with various types of travel motivation. So based on data that have been obtained, the author will try to answer what is the effect of tourist arrivals from / through Singapore to political aspects (especially Batam tourism policy) and economic aspects of Batam. Concept of public sector manage ment by James T. Elliot and concept of inbound tourism will be used as theoretical frameworks for this thesis.
