Mekanisme Promosi Pejabat Eselon II Pegawai Negeri Sipil di Kota Surakarta

Almost all aspects of the bureaucracy are indeed close to these two diseases, as well as in terms of structural promotion. This study to investigate the mechanism of implementation of promotion of civil servant officers goes "clean" without any practice of bureaucracy politicization with research locus on Surakarta. Surakarta is a city with an active anti-corruption slogans and thus can serve as best practice examples or city associated with the promotion of implementation of structural mechanisms. This study also specialize in researching promotion and appointments echelon II civil servants. This study used qualitative methods in order to determine the implementation of the promotion of echelon II civil servants in Surakarta and its weaknesses and how to take control of these weaknesses. Researchers observed of how the bureaucracy politicization is done by assessing two aspects, which are transparency and conspiracy position. Data were collected by conducting interviews with the Regional Employment Board, Baperjakat, and the civil service with the rank of second echelon. The conclusion of this study is that the promotion of employees run the fairest using a data-based assessment. Employee were selected based on the results of employee selection and PCAP. In addition, the government has a significant role in creating a clean campaign of politicization of bureaucracy, by creating the right regulation. The measures adopted by the Surakarta Pemerinrtah may be best practice for other areas to achieve good governance.
