Abstract Role of women who are still in the position to make the domestic realm of women who are always regarded as subordinate makes women do not have power and the ability to access resources freely. Women in access to resource limitations cause of poverty on women, especially female heads of households (Pekka). Therefore, to overcome the poverty of women heads of households it is necessary to Pekka empowerment program are realized by performing activities in the field of economic empowerment, education, law, politics and health. Empowerment program aimed at improving the welfare Pekka Pekka through a variety of efforts to be able to increase family income through the development of micro and small business loan activities, open access to resource access, woke critical awareness of the rights and existence in the social system, culture, politics and economy, increased participation in the decision-making process in the family until the start of the public arena and the increase in women in the process of social control. In connection with the implementation of empowerment programs Pekka researchers merely want to see the effectiveness of programs to empower Pekka in 2010-2012 in Batang based on two variables: the variable precision targeting and program performance objectives of the program. This research was conducted at two locations: Sub-district Tulis and Kandeman. The method used is descriptive qualitative, which will describe the implementation of empowerment programs Pekka. The results of this research is the implementation of empowerment programs in Batang Pekka which includes two districts that it has been quite effective in accordance with program objectives, program information and program objectives. Although the program has expanded to target Pekka Pekka incredible but members remain dominated by ordinary Pekka totaling 169 people. Socialization process is done only once during the formation of the group can draw about 50 people headed household in each village to join a union Pekka and the latter is the achievement of program objectives. Of the five goals Pekka empowerment program, 4 of which have been achieved and 1 goal has not been achieved. Thus empowering Pekka held in Batang can be quite effective
