ABSTRACT Along with the city growth and the increasing population, the waste will increase as well as the activities carried out by the citizens. This requires a more complex waste management and should be pursued a good service. This condition forces the district government accelerate the ability of waste management properly. Unfortunately, the government’s intention is still far from the expectation according to the system and the effective, safe, healthy, friendly and economic waste management.. This study is aimed to identify the performance of the sanitation tribe department of Administration city Jakarta Utara as a district institution which has the main task in handling the cleanliness and managing the waste, and the factors that affect the performance. This study uses descriptive qualitative research method by disclosing facts or giving the objective picture of the real condition.The data collection techniques used wasinterview, observation, and documentation by utilizing the secondary data associated with the Sanitation Tribe Department and interview primary data. The research of the performance of Sanitation department of Administration city Jakarta Utara includes productivity, responsiveness, responsibility, and quality of service quality. The result of the research shows that generally the performance of Sanitation department of Administration city Jakarta Utara is still low. According to the productivity factor, it can be seen that at the collection stage, transportation, treatment and disposal are less optimally. According to quality service, there are many complains from the public about the sanitary service. From the responsiveness factor, on the other hand the Sanitation Department is already using the public complain as an evaluation for the service improvement and maintenance. However, the action of resolving the complaints is still not good, quick, and precise. From the responsibility factor, the implementation of the regulation and other rules are still not going optimally, especially on the application of the provisions of sanctions. The low performance of Jakarta Utara Sanitation department is influenced by several factors, such as the availability of resources and environmental characteristic. The availability of resources includes human resources and infrastructure, while the environmental characteristic includes the area and the community participation. To improve the performance of the sanitation tribe department of Administration city Jakarta Utara it is recommended to change the old paradigm in waste management includes “gathering, transporting, and wasting” to a new paradigm includes “sorting and utilizing” in “3R” form. Besides, it also needs the increasing of the quantity, the human resource quality and the good infrastructure.
