ABSTRACT The Buy The Service concept came out as a Province Government’s responsibility to solve the decreasing load factor problem that occurs in the field of public transportation in the area of D.I Yogyakarta. The Province Government teams up with PT. Jogja Tugu Trans to provide the proper public transportation that comes with safety, security, comfort, and affordable price for the society called Bus Patas Trans Jogja. Comes with one ticket service that costs only Rp.3000 for non-students, and Rp.2000 for students, Trans Jogja is expected to increase the number of the public transportation’s load factor in DIY. The service cost happens to be lower than the vehicle’s main cost (BOK) because the society has been subsidized, where the subsidy comes from the Province Government’s APBD. Around 28 million rupiah has been estimated for Trans Jogja. With all that fund coming to help the succession of Trans Jogja, the community still have to pay for Rp.3000 for the service. Why did it come to the government’s mind to set the price to Rp.3000? What are the Government’s considerations? This research is trying to answer by explaining how the Trans Jogja’s tariff determination was being done. The methods used in the research is qualitative descriptive that is supported by survey for knowing the society’s willingness to pay and their ability to pay. The research shows that the pricing of the Trans Jogja’s tariffwas done based to MSTT UGM’s calculation as the appointed researcher for the Province Government. The recommendation is later standardized by the DIY Governor’s regulation Number 5 year 2008 about The Tariff of The Trans Jogja City Bus Transportation. The survey resultshows that the Trans Jogja’sprice is suitable to the society’s Willingness to Pay and Ability to Pay. Despite of the low price, the two role of the government as the regulator and the performer in the buy the service system brings the government to left whole lots of cracks in the system that might as well losses for the community. The government still have to do the hard work they need to do to make sure that the society is given their rights for the proper service as good as it can be. Government’s consistency unquestionably needed to keep them in their way of their commitment of their main objective to fix the performance in the public transportation service.
