One organization public to that do changes is the Licensing Department of Yogyakarta City. Before the Licensing Department of Yogyakarta City formed, institution service licensing is UPTSA institution, but the institution is not optimal in providing licensing services so that the institution UPTSA was changed to the department. The purpose of the department formed is to improve the quality of licensing services to the people of Yogyakarta City. In the change implementation of institutional UPTSA became department, there are those who resist / resistance to the policy. Although many people are resistant, the Mayor of Yogyakarta still implementing the policy and eventually formed the Licensing Department of Yogyakarta City. At the beginning of the Licensing Department of Yogyakarta City is still a lot of obstacles, ranging from differences in perceptions among employees, have not found a system and licensing procedures and the lack of knowledge employees about the process of making permits. But it can be overcome by providing coaching and training through in-house training on a regular basis. The success of changes made the Licensing Department of Yogyakarta City have brought good results for the people of Yogyakarta City because the service provided is easy, fast, transparent, and comfortable. It can be seen from the results of IKM always increase every year. This study aims to identify the forms individual resistance during the process of change takes place and the strategies used the Licensing Department of Yogyakarta City to overcome individual resistance. The analysis method used by this research is descriptive analysis technique with a qualitative approach. The data sources are the primary and secondary data. From the analysis that has been done that changing UPTSA becomes the Licensing Department is the policy of the Mayor of Yogyakarta. Changes the Licensing Department through a long process, a process through which starting from planning, implementation and evaluation of changes. During the change process, can be identified forms of resistance such employees as late for work, work as instructed, no morale, and receive gratification. In overcoming employee resistance, the Licensing Department use several strategies, namely communication, training, facilities and support, participation and coercion. The strategy used very effective for reducing employee resistance during the change takes place. The primary key of the success of this change is the commitment from the Mayor of Yogyakarta who want to provide licensing services are excellent.
