ABSTRACT Routine training programs by government of Yogyakarta (Labour and transmigration agency) which is addressed for the disabilities never through the need-assessment process. Extention of the policy to the programs meet the disorientation of purpose of the policy which is appointed. Those thing give several implication particularly for the disabilities as a benefit recipients of the policy. Therefore, there is a research question about participation in the development of employment programs for the disabled. This research addressed to the government (as a program organizer), the disabilities society, NGO (Non government organization-LSM) which is concern for the disabilities and well-experienced with the programs or policy which is implemented. Research in the field showed that the lack of participation by disabled people to program development. Subjectivity in program appointment give implication toward orientation of program which is appointed. Lack of information about field aspect from the policy take effect to the responsiveness of the government in providing services through the programs for the disabilities. Perspective of policy making still look the disabilities as a „helpless‟ society which is tend to prevent the improvement for the disabilities.
