Ilmu Administrasi Negara)ABSTRACT Implementation of residence policy made by the central government via Domestic Ministry of Indonesian Republic of 2011 was to apply e-KTP program, nationally in districts/cities in the whole Indonesia. Basic law of e-KTP program implementation is Law Number 23 of 2006 on Residential Administration and Presidential Rule Number 35 of 2010 with change in Presidential Rule Number 26 of 2009 on Application of KTP (identity card) based on main numbers of national residence. Goal of e-KTP application policy was to achieve orderly administration of residence at district/city, provincial/central levels, main numbers of residence (NIK) and prevent or close chance of residents from making fraudulent against state by duplicating their identity cards. Kulon Progo district was highly ready to implement mass e-KTP program of 2011 than other district/cities in DIY province. Theory used to support analysis of e-KTP program implementation was policy implementation model of George Edwards III. This research used qualitative study type and analytical descriptive study type. Techniques used to collect data were interview, documentation and observation. Research location focused on the Department of Residence and Civil Registration in Kulon Progo District; Sub-district of Wates and Sub-district of Pengasih are two sub-districts with most residents who must have e-KTP in Kulon Progo District; and Subdistrict of Girimulyo is sub-district with fewest residents who must have e-KTP in the Kulon Progo District. The results of research indicated that early implementation of mass e-KTP program in the Kulon Progo District was felt ineffective yet because there were some weaknesses or main constraints of performance from the government, such as, (1) the central government was late to send e-KTP data recording media to sub-districts resulting in late process of e-KTP data recording in 2011 in the Kulon Progo District; (2) some e-KTP data recording media were damaged when these were used; (3) capability or skill of e-KTP program SIAK operators was less optimum and quantity was limited; (4) the central government was not able yet to provide adequate quantity of e-KTP program media resources with sufficient quality; (5) socialization of e-KTP program by the Kulon Progo District government via the Department of Residence and Civil Registration was minimum from the Kulon Progo District to residents resulting in less information received by the society; (6) wait time was long to receive finished products of e- KTP for residents who must have identity cards in the Kulon Progo District; and (7) supportive budget of mass e-KTP program implementation was minimum in 2011 received by the Kulon Progo District government resulting in limited acquisition of physical facilities, instruments and infrastructures to support the e- KTP program implementation in sub-districts in the Kulon Progo District so that it had effect on less optimal services according to SOP (Standard Operational Procedure) of mass e-KTP program implementation for residents who must have identity cards in the Kulon Progo District. There were constraints of early implementation of mass e-KTP program in the Kulon Progo District so that there must be suggestions: (1) from 2013, the Department of Residence and Civil Registration of Kulon Progo District needs to ensure availability and adequacy of xii quantity of e-KTP data recording media in each sub-district in the Kulon Progo District with high quality and adequacy to record e-KTP data of residents who must identity cards with e-KTP; (2) Disdukcapil of the Kulon Progo District should provide special skill addition to master of correcting damages of information technology, information networks and data communication networks of e-KTP program media to e-KTP data recording SIAK operators in each subdistrict in the Kulon Progo District; (3) Disdukcapil of Kulon Progo District needs to add availability and adequacy of quantity of information technology experts/specialists with capability of correcting technical damages of e-KTP data recording media and skill to master of e-KTP program data communication and information networks; (4) Disdukcapil of Kulon Progo District needs to distribute many brochures and leaflets containing information of e-KTP as to grow understanding and awareness of residents who must have e-KTP in the Kulon Progo District to own e-KTP; (5) printing of e-KTP sheets from 2013 year should be accessible directly to sub-district offices; (6) Disdukcapil of Kulon Progo District needs to ensure availability and adequacy of budget to implement e-KTP data recording media in each sub-district in the Kulon Progo District.
