ABSTRACT The establishment of Serang city aims to accelerate the implementation of the development, improvement of social welfare and increase the government span control. Public transportation plays an important role in economic growth and development in Serang city. However, it is not supported with adequate system of route network. Thus, the government of Serang city makes a policy regulation of route network as a solution in arranging route network of urban transportation which involves some parties, such as Dishubkominfo of Serang city, PAKS, and Organda of Serang city. The purpose of this research is to examine the importance and influence of stakeholders involved in the process of policy formulation. The analysis of stakeholders is carried out by identifying the importance and influence of stakeholders involved in the process of route network policy formulation of public transportation in Serang. Analysis of importance shows the motive behind the involvement of stakeholders in the process of policy formulation. Power analysis shows how significant the influence of stakeholders toward other stakeholders in the process of public policy formulation. The result of analysis is mapped by using stakeholders mapping which is served in Power/Interest Matrix to be more easily understood. The method of analysis used in this research is descriptive analytical technic with qualitative approach. The data sources are in the form of primary and secondary data. Through the stakeholders analysis and mapping which have been carried out, it can be concluded that the process of route network policy formulation of public transportation in Serang is not effective yet because neither the society nor the regional parliament of Serang city is involved in the process of policy formulation. The involvement of stakeholders in this policy formulation is motivated by personal and group interests. From the analysis and mapping of power and importance, stakeholders which dominate and have a great influence in the process of route network policy formulation of public transportation in Serang city is Dishubkominfo of Serang city. A power source which comes from formal position is used to fulfill their interests. The authority of a formal position greatly influences route network policy so that the interests of other stakeholders are ignored. On the other hand, PAKS and Organda have a considerable influence, it is seen when they raise the issue of urban transportation route assisted by a group of university students and mass media. Dishubkominfo of Serang city as the representatives should involve the community in the process of policy formulation, for example by holding public hearing, so that the public policy is right on the target.
