Peran Stakeholder dalam Penyelenggaraan Rehabilitasi bagi Korban Neksploitasi Seksual Komersial Anak di Kota Surakarta

Ilmu Administrasi Negara)ABSTRACT The vulnerability to harassment either physical, mental, and sexual, thread of unexpected pregnancy, sexual transmitted disease, HIV/AIDS, as well as children of commercial sexual exploitation victims have to deal many times with negative stigma thereby disturbing the growth process of exploitation victims physically, phsycologically, and spiritually. Therefore, it is paramount to do rehabilitation for these children victims in order to heal their condition and to raise their confidence and self-esteem back. The research of stakeholder role in the held of rehabilitation for ESKA victims in Surakarta was aimed to acknowledge the role and relation among stakeholders involved, and to know general overview of rehabilitation activities types managed by the stakeholders. This research was used qualitative approach in descriptive way. Method of data submission was gained through both primary and secondary data sources. Primary data source was interviewes done with informants of BAPENAS P3AKB, Barehsos “Wanita Utama”, and KAKAK foundation. Meanwhile, secondary sources were official reports such as journal, publications, and thesis related to this research issue. Collected datas were further analyzed using qualitative data analysis technique. According to research result, the held of rehabilitation was basically organized quite well. Bapermas P3AKB and Barehsos “Wanita Utama” roles were through coordination, service, and empowerment functions whereas KAKAK foundation played its role as implementator of rehabilitation services. Generally, rehabilitation carried out by these three stakeholders was closely to medical, pshycologycal, economical, and educational rehabilitations. Along the rehabilitation execution for sexual harassment victims, the three following stakeholders enganged to one another. The limitation of sources owned by stakeholders required a good relationship among them. It was good due to the fact that this relationship was purposed to give a maximum service as possible as it could for harassment victims.
