Kinerja Pelayanan dalam Pelaksanan Uji Kir oleh UPT PKB Kabupaten Gunung Kidul

Annually, number of motor vehicles is increasing equally with the growth of population. However, the increase of motor driven vehicles numbers quantities was not counterbalanced with the vehicles quality. In fact, we can easily find there are still many unqualified vehicles on the road. The central also local governments have established regulations that manage about a test system for motor vehicles named ‘Uji Kir’ as a technical requirement to assure the quality of vehicles on the road. The significance of this research is to ensure the public service and factors that influence Uji Kir, so the quality of motor vehicles can be guaranteed. The guarantee of motor vehicle quality, aimed to reduce accident risk and environment pollution effects caused by old used and unqualified motor vehicles. This research, will describe the public service performance and factors that influence in the implementation of motor vehicle inspection by UPT PKB of Gunung Kidul. The theories used to answer research question was definition and concept of work performance, work performance measurement, public service definition and influence factors in public service. Data collection method in this research is through field observation, documentation and interview. The research method was expected to help researcher in identifying the performance and factors that influenced the implementation of Uji Kir by UPT PKB of Gunung Kidul Regency. Conclusion of this study showed the performance of Uji Kir by UPT PKB of Gunung Kidul Regency need improvement. Based on factual data, Uji Kir not yet guarantees a good result. Because there still some poor services such as on time service, cost transparence and assurance quality of vehicle after test. The factor that influenced the performance of motor vehicle inspection service was the employees understanding on organizational vision and mission, some of them not have the awareness to give an excellent public service. However, the facilities and infrastructure have been well equipped. Head of institution commitment towards motor vehicle inspection is also a determine factor, researcher found that he has not conducted adhered supervision towards his subordinates. Other determine factor in UPT PKB of Gunungkidul is the lack of examiner in Uji Kir process.
