ABSTRACT Post reformation conditions gives negative impact on the sustainability of teak forests conservation in Java island, especially in the area of BKPH Dagangan. It is most threatening the forest conservation and security, therefore the Role of Perhutani to initiate joint program with the forest village communities to conserve the forests from the stealing and illegal logging. The program is the Community Joint Forest Management (CJFM) with the forest village Community facilitated simultaneously to establish an institutiom that is the Forest Resources Management Communiuty Institution (FRMCI). However, before the program rolling in BKPH Dagangan there have been two previous programs namely Tan MR and PHJO. The CJFM program in BKPH Fagangan is still running to this day and has led to the success for FRMCI on his participation in the program. The research conducted aims to find out the forest village communities participation included in FRMCI with the success level that has been achieved. The qualitative methods used in this research to explore the specifics in FRMCI through original story from relevant sources. Packaged in a narrativedescriptive writing. The theoretical logic used is originated from the CJFM program background in the area of BKPH Dagangan. Furthermore from the CJFM program, the research in the field look at four of communities independence level of the in the CJFM program. The forth of independence levels are beginners, intermediate, advanced and independent. From four the levels are used as barometer to look at the forest village community participation contained in FRMCI. In this research, participation is looked from indicators that is the factors supporting, aspects in participation, participation level, community participation formulation more applicable, as well as the loss- difficulties and barriers in the participation. In connection with the findings in the field, originated from the participation in the cooperation at CJFM program in addition to managing forests also gives the skill development space that is in organization for the forest village community joined in FRMCI and the welfare progress for FRMCI members with the results of sharing. However, there are things still lack in the FRMCI journey itself that is the obstacle in managing the result on PLOT subprogram . The example is the result amount of the porang plant still can not fulfilled the market quota and marketing the result of porang plant that has not been run independently by FRMCI concerned. Therefore, the recommendations offered are making efforts to optimize the sub-program in the way to pursue the program in order to produce the products that fulfilled the market quota and try to market the results independently without going through wholesaler to break the chain of wholesaler.
