ABSTRACT Open source is a type of license which is given to software that using public copyright as known as GNU Public License (GPL). Indonesian government has tried to increase open source software use in government’s work area for e-government’s budget efficiency and encourage ICT based innovation. That matter is signed with agreement of Indonesia Go Open Source! (IGOS) Program by five Central Ministry. Concerned with the local government participation, empirical fact in field shows that IGOS Program has not been optimally implemented yet, because the statistic data of Information and Communication Ministry of Indonesia (2010) informed that the adop-tion level of free/open source software (FOSS) policy in local government is still low. The motivation of taking this topic is that there are still few studies about open source software use policy which is professionally managed by the local government (especially in its adoption process) for developing e-government. This research focus is to identify the challenges and opportunities that are real recognized and assumed able to influence of FOSS use policy by the local government, especially by the Local Government of Kebumen. The Local Government of Kebumen, Central Java Province is one of local government that has many progress in e-government sector and especially in FOSS use policy for e-government development in its regency. The final result of this research inform that the implementation of FOSS use policy meant by the Local Government of Kebumen in operational level is still far from the ideal condition that is hoped and has not been able to be said success yet, because there are still facing many challenges, eventhough the implementation of FOSS use policy has been running for quite long time. The challenges which are being faced this time are still tend bigger than its available opportunities. But in other side, the FOSS use implementation meant by the Local Government of Kebumen has potencial opportunity for e-government development in mainframe level of utilization aspect for managing information system and computer network server which is maintained by the Information and Communication Division under the Transportation, Information and Communication Agency of Kebumen Regency. The bigger opportunity of intensive FOSS and GNU/Linux use in operational level is also found on senior secondary students of Kebumen regency because of their high interest to learn something new. Yet this opportunity has not been supported by proper curriculum for supporting FOSS use in their school.
