Dimensi Ekternal dalam Kegagalan Regionalisme di Asia Tenggara

ABSTRACT The collapse of USSR after the end of the Cold War marked the beginning of new independent countries included in Central Asia. The region were trying to develop two things simultaneously, building the country and developing region. Meanwhile the transition process experienced by Russia raises vacuum of power in Central Asia that ultimately ‘invite’ foreign country powers such as United States, China, and Russia to the region. Central Asia is interesting for those three countries because of its strategic location in geopolitics context. Consequently, these strategic factors have an impact to tremendous rivalry practices in the region. The existence of United States, Russia and China in the region greatly affect how the bilateral policies of each country in Central Asia. The series of rivalry in the region is usually called ‘New Great Game’ that describing influence rivalry of US, Russia and China in the region. Unfortunately, the interest of these countries in region have an impact on regionalism within the context of instability. Scramble for influence n the region affects rises of ‘boundary’ among countries that prefer to place one or more major countries as priority of their foreign interest rather than do steps ahead for consolidation of intra-region. Even in practice, countries in Central Asia applying ‘multivector foreign policy’ which means still put themselves not exclusively on just one great country but remain open to others. The process of mutual attraction draws by United States, Rusia and China later made a bad impact on regionalism in Central Asia.
