ABSTRACT Indonesian football achievement of this decade is degenerate. One of the reason is the lack of adequate funding. Before it, the Indonesian government has issued regulations on sports funding in Government Regulation Number 18 of 2007, which mentions sports funding the government's responsibility to use budget, both of central government and local government levels. But in reality, funding for sports, especially football prevalent fraud, corruption, and use of political interest in the implementation. It makes the government issued a regulation banning the use of funds from the budget for the football through the letter of the Minister of Home Affairs Number 1 of 2011. Reality, there are still many areas which continue to use the funding for the football club from the budget, as well as in the city of Yogyakarta to the club PSIM Yogyakarta. This study aims to determine the processes that occur at the level of the budget legislation in Yogyakarta City Legislature to budget politics. Regulation mentions the prohibition of using the budget for the football club, but why it should still be approved in parliament. This study will use three indicators, namely budget priorities, the role of the actor, and the leader's discretion. The method of this analysis used in this study is an analysis technique descriptions with a qualitative approach. Sources of primary data in the form of data that the results found in the field through interviews, and secondary data that the study of literature and other data sources containing information about the study. The unit of analysis is the politics of the budget for the financing of the budget PSIM Yogyakarta Yogyakarta in 2011. From the analysis, that has been made known that the budget priorities of the indicators, football is a sport that should be financed featured on a bigger scale because private sources of funding are less able to meet all of your operational budget PSIM Yogyakarta. Besides the expected feedback is the economic benefits and prestige when it hosted the lifting name or prestige in the region. Second, the role of the Commission and the Budget D Yogyakarta City Legislature in the budget fight is very large, because it is also one of the background of the dominant political party in it. Third, political discretion that run head to make local football club is a political vehicle to attract public sympathy to be capital nomination at next period strip next to the head. Recommendation expected that originated from soccer development policy by central PSSI, that football should be shifted towards the football industry. So it should be independent and not depend on the budget that apparently there are quite a lot of problems in it.
