Abstract One of the obstacles to the reform of public services in the local governments are limited sources of revenue, and reduced financial support from the central government in conjunction with the implementation of regional autonomy. Regional autonomy has given greater authority to local governments, thus forced to be more creative and innovative in exploring the potential of the region. One of the policies that can be done through partnerships with the private sector. Public-private partnership is a joint venture partnership between public institutions and private institutions as outlined in an agreement (formal / informal) with a commitment to roles, responsibilities and risks, which aims to optimize socio-economic benefits to the allocation of appropriate resources. This research takes a case study partnerships between local government Bantul and PT Puri Saron. Projects that cooperation is the development of Grand Puri Water Park that one of its goals to enliven the Pasar Seni Gabusan. The research method used was qualitative deskripstif. Steps in selecting potential investors, negotiation and monitoring of a series of processes in building sustainable partnerships. Each stage has different challenges, requiring formulation of appropriate policies and procedures in each stage. Aspects of precision in selecting prospective partners and win-win solutions in negotiating applied by Regency Bantul. However, the implementation phase of the PT Puri Saron supervision as a partner remains weak. Weak oversight of the private partner is often the one factor the failure of public-private partnerships. Grand Puri Water Park project until this research has not been able to improve its image and the number of visits to the Pasar Seni Gabusan.
