ABSTRACT Nowadays, the problem of street children grown increasingly complex and demands a change of mindset for looking of street children. But, in practice some stakeholders who have not followed the changed, it makes a mess and make the relationship between the stakeholders involved are fluctuated. It’s questionable how the roles and relationships between the stakeholders with the various differences are keep working together. Conceptually, this study begins with the understanding of stakeholders that serves to recognize and understand the role and form of relationships between stakeholders that can be found. Then continue to understand protection of street children and poverty are directed to find the problems arising from the presence of street children in Yogyakarta. From conceptual studies, this research is quite descriptive study with a qualitative approach where the unit of analysis is the role and relationship between the stakeholder itself. The study produced several findings that hamper efforts to protection and saved the street children in Yogyakarta: 1) There is still sectoral ego among stakeholders, 2) Lack of understanding the perspective of street children, 3) The political factor that is based on understanding the perspective, the rate "familiarity"and loyalty, 4) Cooperation between stakeholders and across the region are not yet well established.
