ABSTRACT e-KTP Program is one of government’s effort to realize data accuracy of demography in Indonesia, which was implemented by Ministry of Internal Affairs by multi- year system, which is on 2011 and 2012. This research discusses about the obstacle of program implementation that analyzed base on gap of actor’s comprehension and interest, and gap of the implementation itself, by take a case study from implementation of e-KTP Program in Temon Sub-district. Temon Sub-district is one of sub-district Kulon Progo Regency that failed to finish the program implementation until the end of 2011. This research uses backward mapping approach to analize how is the comprehension and interest in society level and street level bureaucrat. Meanwhile, gap analisys of the implementation program done by Regulatory Gap Assessment (RGA) method, which the assessment is based on four criterias, which is effectiveness, efficiency, equality, and responsivity. The analisys method used in this research is descriptive analisys technique with qualitative approach. Data collecting is done by observation, interview, literature review, and documentation. From the analysis that has been conducted shown that the gap of actor’s comprehention and interest affected to the implementation of e-KTP Program in Temon Sub-district, so that the program couldn’t be finished base on target. It becaused the comprehension and interest of the actors affected their comitment to implement the program. Meanwhile, gap analisys of the program implementation shown there were discrepancy between the ideal implementation and the factual implementation, so that created gap of implementation, which became one of the obstacle of program implementation.
