ABSTRACT This study is aimed at explaining the relation between military policy a certain state takes and its influence to the regional balance of power it is in. To support this work, North Korea and its controversial policy focusing on nuclear is being chosen as the example of the issue. This writing elaborates the military building policies North Korea took under the regime of Kim Jong Il, responses rose from the other regional member and the concept of Balance of Power itself. This could be said that North Korea and its drastic military policy are the caretaker of East Asia’s balance of power. Further this paper is aimed at showing that the military policies North Korea was able to drag out particular responses on two different level: regional and state. Having the discussion forum Six Party Talks and arm race peace-oriented as the products of implementation. The both ways turn out to be the explanatory variables on how North Korea military policy was in an ability keeping the region stay in harmony.
