The purposeof this studywas to determine theprovincialgovernment'sefforts toinstitutionalize theSATRIYAculturethroughthe functionsof recruitment,trainingand developmet, and the last its perfomance assessment. The research method usedis a type ofmixedmethodsresearchapproach. Dataobtainedfromobservations, questionnairesandinterviewsspreadin depth.Institutionalization ofSATRIYACultureviewedthroughthe recruitmentfunctionofprocess indicatorsandmethods ofrecruitment. Functionof traininganddevelopmentseen fromtheindicators, methods, materialsortrainingmaterials, andtrainingevaluation. While theviewsof theindicatorsof performanceappraisal assessmentcriteriaand assessment methods. Based ontheseindicatorsis concludedthatattempts to institutionalizeSATRIYACulturethroughthreeHRMfunctionsconducted in accordancewith the needsandcapabilitiesof each.Recruitmentfunction, institutedby includingmaterial ontheexamof CPNS. Training anddevelopmentfunctions, the provincial governmentheld atrainingonSATRIYACulture. Function ofperformance assessmentusing thecriteriaand assessment methodsthatassessthe overalllevel ofdisciplinepersonnelwhoare directlyor indirectlysupport theinstitutionalization values of SATRIYA Culture. Adviceorrecommendations fromthisresearchis to developmaterialsabouttheSATRIYACulture, givingthe material ofSATRIYACultureinto everytraining, and performance appraisalsmay considerSATRIYACulturevaluesinto the criteriaandassessment methods.In addition,clearindicatorsofcultural valuesand use theregular meetings toinstitutionalizeSATRIYACulture.
