2012 | Skripsi | Ilmu Hubungan InternasionalAbstract This thesis examines the impact of NATO-Russia relations on the process of military reform in the Russian Federation. The military reform process within Russia that aims to create a lean, professional military that Russia can afford and that will better serve Moscow‟s defense needs is hampered by a lingering perception of a threat from the United States and NATO, despite significant evidence to the contrary. A reformed military would reduce the burden on Russia‟s economy and would be better matched to the immediate and future security needs of the Russian state. These reforms are obviously of enormous military importance, but they may also provide insight into how Russia‟s elites perceive external and internal threats to the Russian Federation, and how Russia currently fits into the contemporary world community. In this light, these reforms may provide support for Russian adoption of a more regionally based one that is focused more on what Russian diplomats refer to as “Southern” threats than either possible threats from the North Atlantic Treaty Organization to the West or deployment NATO's Ballistic Missiles Defense in Eastern Europe
