Those cases were extremely scandalous; it almost costed the credibility of the UN. Hence, in order to tackle the problem, the UN created a zero tolerance policy for sexual and exploitation abuse. The UN Zero Tolerance Policy in sexual exploitation and abuse is a policy that implies the troops-sending countries held every one of its peacekeepers accountable for every misconduct he or she might has done while serving in the peacekeeping troops; their impunity would not be able to help them escaped from the justice. Yet, the policy was unsuccessful; after the UN implemented the policy in the MONUC, the sexual exploitation and abuse cases were still spreading among the MONUC peacekeeping troops. MONUC) was established by the United Nations for a peace-making solution in Zaire (former name for Democratic Republic of the Congo) as catastrophe doomed in the country, caused by the attacks conducted by the government and Rwandan Hutu to the Tutsis. MONUC was established by resolution 1279; aimed to manage the relation among the involved parties in the Lusaka Ceasefire Agreement. After several further resolutions, the mandate for MONUC was extended to the role for managed several tasks related to the peace agreement.
