The terms Community Policing (CP) defined as, Police – Community Partnership, A problem – solving approach and also organizational decentralization (Oliver, 1994). It is quite challenging to compare such factors, especially on a time when the value of Community Policing has gone global. The case of CP implementation on Indonesia and Japan, moreover, will be an interesting subject to compare, since they have strong historical ties and cooperation process. This thesis will be focus on the factors that contribute to the similarities and differences between the two subjects by comparing them using the New – Electricism methods, and also presenting the reasons behind the implementation differences in both countries. Such comparisons, however, could be an important factors to define whether certain country is democratic or not, because democracy itself requires: legal structure, value and also social norms on the community that have to remain civil. On the other hand, it is also important to know which concepts that is relatively closer to the ideal CP theory, since the implementation of this policy itself has been running for quite a long time in both countries. That is why, certain studies will be beneficial in order to indulge the society to comprehend more about the implementation of Community Policing itself, and also to understand more about the studies of democracy.
