The main purpose of the thesis is to point the implication of European Security and Defense Policy (ESDP)—to defend the significance of its existence and progress and to dodge the pessimist mainstream discussion of its effectiveness. By using the rationalization of perception shift to European Union security threat as the unit of analysis and the response of European Security and Defense Policy (ESDP) to the perception shift as the unit of explanation to point out it‘s positive impact for the European Union security. Although for some expert it can not be juxtaposed yet to NATO, but in reality there‘s a case of mission in which NATO with its great military strength losses its ‗morale‘. Like a case in Afghanistan, in which NATO explicitly rely on European Union in the frame of ESDP to run the mission in response to the escalation of terrorism threat phenomenon. The thesis attempts to answer the question of ‗how the perception shift to European Union security threat gets European Security and Defense Policy (ESDP) response?‘ Based on Constructivist perspective to elucidate the shifting of perception to European Union security threat, the thesis finds the element of rationalist perspective of interest and the ‗identity‘ element of EU—to be preserved—in the points of Normative Power.
