Problematical regime, that is what Arroyo had when she lead Philippines in her first period. She got many problems and it made his legitimacy down falled and threatened her presidential position. Some problem came from internal bureaucrat and the others raised from it’s external environment. The big problem of majority Philippines people was a huge of poverty. Arroyo and her regime failed to give a better condition of peoples wealth. Unfortanetely by her wisdoms, the rapid poverty went to increased. Poverty is one of basic external bureaucrat problem in Philippines. When the margin of poverty increased, the endemic corruption in the Philipppines bureaucrat and elites increased also. Corruption and Clientalism had caused the poverty problems never gonna be solved. Arroyo’s reelection in the 2004 also has many problematical situation. Farudulent and Allegation colored that election time, and some cited that there were many manipulation efforts to give an incumbent candidates win. All fraud is finally proven when the scandal of tape raised in public area. The Hello Garci tapes showed Arroyo efforts to manipulate electoral process by marked up the voices of supporting peoples to be a million of margin against her opponent. After the scandal broke, Arroyo faced a critical situation for her regime. Some ministers of her cabinet resigned and the opposition consolidated their powers to fight against Arroyo regime. The huge mass downed to the street stopped chaotic demonstration could not be stopped. Arroyo also faced the impeachment prejudgement in House of Representatitive.
