Military weakening in Chile has become a particular anomaly in Latin American military studies. The process, instead of causing the tendency of rising violence, allowed civilian strengthening process to be conducted under Aylwin structural policy strategy. The scheme could be explained by at least two main analysis. First, Chilean military process was begun with referendum initiation, resulting the election of Patricio Aylwin as the president from the civilian faction. Aylwin then established a set of policies pointing towards the outline of New Public Management as a part of institutional strengthening process. Second, the policies were followed by political diplomacy Aylwin and the new administration conducted that it shifted the former military-political power, resulting the escalation of civilian political position.
