Australia is one country that recognizes multiculturalism as a fundamental principle of a democratic state. The diversity of a multicultural society requires governments to uphold equality in every government public policy. The most important policy during the reign of John Howard on international security issues related to the global threat of terrorism after the events of 11 September 2001. But Howard's lack of experience in the implementation of anti-terrorism policy, it has affected the Australian challenge to maintain the rights and legal equality through government public policy. Prejudice and discrimination that marginalize certain communities in the implementation of anti-terrorism policy, proving the failure of Howard to keep the basic principles that have been identified in Australian multiculturalism. This thesis will discuss the impact of antiterrorism policy of multiculturalism as a term of social cohesion into the dynamics and inequalities that arise from policy implementation process.
