Every mass media has a frame which is used in announcing an event. The frame depends on the media needs which shows how media construction on the reality happens in the society. Eventhough, the event announced is the same, a frame which is formed by the media has not been same. The difference of announcement on the mass media or the way of the media frame the news has each meaning and purpose. Therefore, the research has a purpose to analyze the frame or to analyze Kompas mass media frame and Kedaulatan Rakyat on announcing about the polemic of Keistimewaan Yogyakarta Laws. Beside, this research is used to find the difference of issues and what aspect used and the technique done by the mass media on the process of reconstruction news. Then, it can be seen how the two mass media take a position on the polemic happened. This research uses qualitative method on the frame analysis. The focus of the research is to analyze the frame on the polemic announcement of Keistimewaan Yogyakarta Laws by Kompas and Kedaulatan Rakyat on December 2010 to January 2011. In that period, the polemic about Keistimewaan Yogyakarta Laws is showed by mass media including Kompas and Kedaulatan Rakyat. The technique of analyze data uses qualitative text analysis which is told by Zhondang Pand and Gerald M. Kosicki using four structure namely: Syntacsis, Script, Tematic, and Retorics. The result of the research shows the difference between Kompas frame and Kedaulatan Rakyat frame on announcing Keistimewaan Yogyakarta Laws. However, the aspect of netrality media on the polemic happens in the society will not happen. The stand point on the difference of Kompas and Kedaulatan Rakyat on viewing the problems in the society influences how the frame is formed by the mass media.
